Government agencies face pressure to provide sufficient financial aid for child support enforcement programs, which are federal-state partnerships that provide a number of services on behalf of children to ensure they are supported financially by each parent. The Deficit Reduction Act of 2005 made major funding changes to child support and Temporary Assistance to Needy Families (TANF) programs. This and other legislative reforms have dramatically reduced the income families receive from child support.

State agencies are expected to make up a portion of these lost federal funds, severely impacting the quality and quantity of everyday services they provide.   • Assisted Hawaii in achieving one of the first Personal Responsibility and Work Opportunity Reconciliation Act (PRWORA) certifications in the United States.
  • Implemented a unique Web-based payment system that integrates with Indiana's legacy system.
  • Helped develop the Michigan Child Support Enforcement System (MiCSES), which interfaces with numerous agencies and enables child support workers to have the same information. Due to the success of MiCSES, Michigan's Project Control/Technical Control Office became a model for future IT projects.
  • With North Carolina, developed a standard offering to assist agencies in the implementation of the Query Interstate Cases for Kids (QUICK) module, a real-time system that provides immediate responses to requests for interstate information on parents.
  • Developed a modernization roadmap for the Child Support Agency of Australia through service-oriented architecture, allowing it to quickly adapt technology to changing business requirements and enable greater agencywide collaboration.
