The Challenge of Transforming To Net-centric Environments

Today's defense departments face a set of unique challenges. They demand greater network-enabled warfighting capability and modernization of their supporting functions. Specifically, they have to find ways to:

  • Deliver greater military capabilities at lower costs
  • Communicate quickly and securely with collaborating nations and other government and nongovernment organizations to empower real-time decision making
  • Respond quickly to unpredictable threats and humanitarian crises
  • Improve efficiencies in procurement, medical, personnel and logistics

Achieving these and other objectives requires more than simply acquiring new information technology (IT). It also requires transforming processes and training people to perform and thrive in this new environment.

The Answer

Since 1962, HP has been working with defense departments providing unified, stable and secure information platforms that advance their transition to net-centric environments. From the business space to the battlespace, HP can provide:

  • A resilient IT infrastructure that allows access to the information and applications you need, when you need them, with no fear of compromised security
  • Data integrity, data interoperability and information assurance to enable mission accomplishment
  • Integrated identity management and biometric solutions for both logical and physical access to military systems and installations
  • Network-centric warfare solutions that provide information fusion and analysis for greater effectiveness in the field
  • Supply chain information solutions from factory to foxhole that maximize equipment availability
  • Weapon systems lifecycle management and process outsourcing to reduce overhead costs and compress cycle times
  • Enterprise services for support functions such as finance, military medical and health, personnel and benefits, and veterans

Results

HP works with armed forces around the world to create compelling improvements in capabilities on all fronts, including:

  • HP supports the U.S. Department of the Navy with the first of its kind approach to information services consolidation and technology standardization through the Navy Marine Corps Intranet (NMCI). NMCI is a unified, stable and secure IT platform that advances the Navy's transition to a net-centric environment. NMCI:
    • Migrated more than 700,000 users to a standardized infrastructure at more than 620 locations, making it the largest intranet in the world
    • Improved the security of the Navy and Marine Corps' networks by establishing consistent enterprisewide information assurance protocols and implementing robust monitoring technologies that have been recognized for their superior performance throughout the industry
    • Thwarts and blocks 1,200 intrusion attempts each month, as well as 9 million spam e-mail messages per month, and has detected and cleansed an average of 60 viruses, many previously unknown
    • Established metrics-driven IT performance management to enable the Navy and Marine Corps to accurately plan for IT needs based on real benchmarks on their network, hardware and help-desk services performance
    • Upgraded 111,000 desktop personal computers (PCs) and laptops for NMCI end users in 2007 in what was the largest technical refresh the industry had ever seen
  • HP is helping the UK Ministry of Defence (MOD) manage its Defence Information Infrastructure (DII), the largest information infrastructure project ever undertaken in Europe, and one of the largest in the world. DII is replacing 500-plus applications and 300 individual information systems with a single, secure, coherent information infrastructure.
  • HP's Advanced Mission Planning Aid (AMPA) for the UK Ministry of Defence offers total mission-planning support to enhance the efficiency, speed and accuracy of planning for single or multiaircraft missions. More than 300 AMPA systems are in service.
  • HP supports the UK Joint Operations Command System (JOCS) that serves all operational level commands in the UK Armed Forces, providing information management and exploitation capabilities aligned to meet headquarters command processes. JOCS has been in continuous operation since 1996 for all British operations and joint exercises worldwide.
  • HP serves as one of the primary developers for the largest advanced smart card program for the U.S. Department of Defense (DoD) Defense Manpower Data Center, delivering more than 19 million common access cards to date.
  • We upgraded the U.S. DoD's existing card-issuance system to produce smart cards that link to a digital identity issuance system. The improved business process saved 30,000 man-hours.
  • HP partners with the U.S. Department of Defense in medical supply chain logistics, providing end-to-end IT services. On the retail side, we provide software development for RFID, as well as systems integration and engineering for an end-to-end information system, providing medical logistics support to U.S. Armed Forces stationed in the United States and abroad. The system is currently deployed in more than 170 Army, Navy and Air Force medical facilities worldwide. On the wholesale side, HP provides e-commerce, Web-based and system support to the U.S. Defense Logistics Agency and prime vendors, enabling situation awareness, business intelligence, distribution and pricing, and demand and order management.
  • HP serves the UK Service Personnel and Veterans Agency by administering more than 300,000 live pay records and maintaining more than 500,000 master personnel and 800,000 pension records. Modernization of payroll services to members and retirees is creating a projected savings of £100 million per year.
  • HP's best-in-class materiel tracking solution for the German Federal Armed Forces successfully supports 18 depots and transfer points throughout Germany as well as military bases in Afghanistan.
  • For the U.S. Defense Finance and Accounting Service, HP reengineered business processes that automated 300,000 vendor and contract transactions per month. Processing time was reduced by 20 percent and problem-resolution time went from eight hours to 30 minutes.
