In the United States, the Help America Vote Act of 2002 (HAVA) was a bipartisan effort placed into federal legislation following the 2000 presidential election. Congress enacted HAVA to ensure that all voters would be treated fairly and that no voter would be disenfranchised.

Voter Registration and Elections Management Solutions, comprising enterprise-class voter registration and election management software solutions, provided voter list management and election management functionality for about 20 percent of the U.S. population, or more than 40 million voters.
