HP – Preferred Supplier to Approved Buying Solutions

HP is committed to supporting the efficiency objectives across the UK public sector. We recognise and endorse the drive to achieve improvements in the Governments procurement budget. Working closely with Buying Solutions (an administrative arm of HM Treasury), HP has entered into a series of framework service agreements, known as Catalist, which offers substantial savings to UK public sector procurement professionals. These savings are derived from HM Government's significant buying power and economies of scale.

HP's selection into Catalist was confirmed after a rigorous tendering process which addressed quality, price competitiveness, fitness for purpose and compliance with statutory requirements.

Buying Solutions' framework agreements can be used by all public sector bodies (i.e. Government departments, their agencies and non-departmental public bodies, local authorities, emergency services, health bodies, educational establishments), not-for-profit organisations and private sector bodies that are either owned by or partially funded by the public sector.

Joe Lawson, Government Frameworks manager for Catalist at HP Enterprise Services, explained what they are looking to achieve: “The key value of Catalist is not just that it helps truncate the usual OJEU process and takes significant cost out of the procurement process, it also enables a real dialogue between clients and suppliers. [HP] is working closely with a range of small and medium enterprises to introduce niche and innovative solutions that complement our own.”

E-Transaction Services
This category incorporates a wide range of e-Services including e-billing, e-funds transfer, e-settlements, e-payments, e-inventory management, e-enquiry and response systems, e-identification management and security services, e-monitoring and control systems, and e-sourcing.
An award-winning example of this is Transys, our partnership with Cubic delivering the Oyster contactless card, which enables 8 million commuters to travel using ticketless RFID technology across Transport for London’s network. This successful service touches the lives of millions of Londoners on a daily basis, and has won five prestigious awards in the past two years.
Further, as the provider of the UK-wide Post Office Card Account service, we worked closely with Royal Mail to enable some 4.5 million citizens to migrate to the chip and pin-based benefits payments service.
Electronic Document & Records Management Solutions (EDRM)
The EDRM category encompasses a wide range of services. This includes implementation and/or consultancy surrounding knowledge management, data scanning, development of electronic replacements for paper based processes, electronic data retention, collaborative data sharing services, eCommerce content management and digital imagery management.
EDS, now HP, worked successfully with the Department of Constitutional Affairs to developed the XHIBIT (Exchanging Hearing Information By the Use of Internet Technology) information distribution system as an essential component of the modernisation of the UK Courts systems. XHIBIT displays schedules of activity within courthouses and courtrooms and manages other communications such as faxes and text message alerts. XHIBIT provides virtually instant relays of case progress to court staff, the public and approved members of the wider criminal justice community, enabling the swifter delivery of justice and better-informed decisions.
For police witnesses, XHIBIT has reduced the amount of time they spend waiting to give evidence, enabling more time to be spent on the front-line. This saving is estimated to be 80,000 police days every year.
In 2005, XHIBIT was the overall winner of the Guardian Public Services Award.
HP delivers solutions consistent with the National Archives standards for Electronic Records Management.
Customer Relationship Management Solutions
HP has a significant CRM consulting and delivery organisation in the UK and has been responsible for advising on and implementing many mission critical CRM projects.

Web Design, Development and Content Management
This category includes the design, development and management of web sites, web hosting, content and knowledge management.
HP can design, build, host and run a client website, or we can build it and hand it over to the client to run. We also have extensive experience with portal technology such as Microsoft Sharepoint™ which can greatly enrich the user's experience. HP has utilised this technology for our own website (hp.com/enterprise/services) and EDS, now HP, was recognised in the 2006 International Business Awards for the quality of corporate information on the site.
We also have a large consulting arm that can assist with design optimisation, user testing, web traffic analysis, security and other aspects. This includes CLAS-approved consultants registered for working on GSI.
