The demographic change means skyrocketing stress on public retirement systems, their employees and technology as a wave of tech-savvy citizens seek real-time information on benefit estimates, counseling sessions, service credit application and retirement option reviews. This stress is magnified by ongoing legislative changes that require new technology.

Governments must capture and manage employee, retiree, beneficiary and employer data across multiple locations and multiple years. Many retirement systems operate in paper-based environments that require manual file retrieval from overburdened staff, which can result in processing delays. A Public Employment Retirement System (PERS) is a complex series of processes that enable the capture and management of such data, but stakeholders need accurate and complete information as well as the timely distribution of benefits.

HP's Public Retirement Benefits Administration Systems practice has been delivering quality products and services to its customers since 1990 when it began developing Clarety™, the original mainframe solution for the State Teachers Retirement System of Ohio. Since the, Clarety has been successfully installed in 11 large, complex retirement systems.

HP actively participates in the public retirement community to understand the needs of clients and to contribute to the body of knowledge defining the application of technology in order to better serve public-sector workers and retirees. We fully integrate technology, people and processes to ensure project success for clients.

Comprehensive processes encompass all aspects of Clarety implementation projects, including planning, management, analysis, design, construction, testing, data conversion and deployment. By partnering with our clients, we strive to transfer our knowledge and skills to their staff while delivering Clarety on time, on budget and on target to their expectations.

The Results

Clarety enables public retirement systems to better serve their customers and also allows retirement system customers to better serve themselves. Clarety functionality covers the full life cycle of the retirement system member, from the point at which the new member is enrolled through the final distribution of all allowable benefits to the retiree and the retiree’s beneficiaries.   • The Michigan Office of Retirement Systems supports 500,000 members and 180,000 benefit recipients. The agency needed to reorganize its business model and consolidate statewide public retirement plans under one administrative system. EDS, now HP, implemented Clarety, which provides the state a full range of consulting services, business process reengineering, project management, COTS services and application support, among other features.
  • The Oregon Public Employees Retirement Systems (OR PERS) and EDS, now HP, worked together to implement the Clarety framework and meet a legislated deadline for a new hybrid defined benefit system. In addition to providing tools to manage information and processes, we also helped OR PERS to guide employers through the change. The OR PERS implementation incorporates the Clarety business solution and also seamlessly integrates workflow, imaging, correspondence management, customer contact/screen pop technology and accounting software. Currently the implementation is being extended to enable Clarety to administer all the remaining OPERS plans. We have full responsibility for the OPERS project as the implementation prime contractor.
