Unemployment Insurance Tax and Benefits systems impact everyone, not only those who rely on the benefits or the employers who expect fair and efficient service but also agencies, and their workforces, who work with the system every day. In the United States, unemployment benefits are funded through direct taxes on employers; internationally, government may fund payments through budget appropriations without a specific tax. Regardless of funding source, providing benefit claimants timely payments while avoiding fraudulent claims is essential.

Driven primarily by the need to replace old, hard-to-maintain technology and by citizens' expectations for electronic interchange and improved customer-centric service, states are looking to modernize their unemployment insurance systems. The need to migrate these systems to more efficient web-based technology has been made more pressing by the growing customer base.

It is designed to reduce the time, cost and risk associated with system development, and it provides for a foundation for building a tailored solution without a “one-size-fits-all” approach of other commercial off-the-shelf applications.

We also offer custom unemployment insurance solutions for agencies that want to continue using an architecture that doesn't match that of the UI Enterprise Tax and Benefits Solution.

The Results

  • The State of Maryland, with our help, developed the Maryland Automated Benefits System (MABS) which provides complete, integrated support for the full lifecycle of benefit claims processing. MABS also interfaces with various entities from claimants to state and federal agencies.
  • The Michigan Bureau of Workers & Unemployment Compensation needed to reduce administrative costs associated with records management and increase productivity by more efficiently processing cases. EDS, now HP, as its partner, worked with stakeholders to create a central document management system, web-based user interface, custom search, scalable infrastructure and applications, and indexing of high-volume faxes. The system increases process performance, reduces cycle times and improves productivity.

Karen Gee guides the strategic direction of HP's Unemployment Insurance Practice. She has overall responsibility for the Unemployment Insurance Tax and Benefits System solution, project staffing and customer satisfaction. Ms. Gee has nearly 20 years of consulting experience, with over 15 years assisting state governments in achieving project success. Over the course of her career she has held project-related roles from system developer and business analyst to senior project manager.
