Her Majesty’s Prison Service (HMPS) operates 127 prisons as well as several other sites, including training centers, throughout England and Wales. In several key areas, all 127 prisons operated independently without centralized oversight and operations. For instance, the prison service had no shared systems for managing finances, procurement and human resources. What’s more, the support functions that were available proved to be costly and ineffective. Reports from both the National Audit Office and the Public Accounts Committee concluded that the service could make better use of its resources.
To resolve these issues, HMPS chose EDS, now HP, to implement a centralized system that consolidated human resources, finance and transactional purchasing functions. The project will have a projected, cumulative net benefit of $190.8 million driven by substantial staff savings, improved procurement practices, tighter financial controls, and effective supplier and goods management. The comprehensive, centralized system for finance, HR and procurement enables HMPS to operate more efficiently and deliver better services at lower costs with an ROI of 18%.
