The American Recovery and Reinvestment Act (ARRA) offers states an impetus to quickly lay the groundwork for a clear strategic path to healthcare transformation while addressing healthcare disparities. Working in tandem with all stakeholders, “fueling while in flight,” and taking advantage of already invested assets, states can assist Medicaid providers with health information technology (HIT) implementation, expedite their own HIT initiatives, and comply with national standards as they improve effectiveness and performance in their healthcare delivery programs.
