Modernizing Health & Human Services

As health and human services agencies struggle to meet these demands and achieve expectations, they are often constrained by two key factors: the limitations imposed by legacy IT systems and the limitations placed on all agencies by the political and funding environment. This paper analyzes findings from several successful implementations, identifies strategies for overcoming these limitations, and outlines several factors involving “ softer” management skills that are critical to program success.
