So what should the CIO believe about SOA? The real answer is related to the ability of an organization to reduce and control the challenges through a strong SOA governance framework. By formally addressing these challenges through SOA governance, organizations can establish the proper controls and greatly enhance the potential to maximize the benefits associated with SOA. SOA governance processes also ensure the SOA implementation delivers business value and that services support the business goals.
To help organizations reduce the risk and cost associated with the SOA challenges, HP developed an SOA governance model that establishes a framework for planning, developing, implementing and supporting a secure, reliable SOA environment. The HP approach addresses SOA governance at three levels: strategic, management and operational.
In today’s diverse, global, multivendor IT environment, the HP SOA governance model serves to streamline the manner in which interactions occur between various people and processes across the organization. A key design principle within the SOA governance model is to depict such interactions in a manner that improves productivity and quality within an SOA environment. To effectively establish these interactions across the three SOA governance levels, the HP SOA governance model described in this paper is based upon a closed-loop foundation. This closed-loop approach provides important feedback on inputs, outputs and activities, thus enabling the organization to make better SOA decisions. This governance model also enables organizations to centralize and enforce standards and policies across the full life cycle of SOA processes.
