In good and in bad times, new ideas, processes and products have always driven success. However, history has shown there is a strong correlation between economic challenges and innovation. A number of innovative companies were born during economic declines – Adobe Systems (the early 1980s recession), Texas Instruments (Great Depression), Skype (early 2000s recession), Microsoft (mid-1970s stock market crash) and the Hewlett-Packard Company (Great Depression).

For example, when the U.S. Department of Defense's Defense Finance and Accounting Service needed to organize its stockpile of payment data and expedite payment processing, it's not surprising it turned to HP. We were able to draw upon our nearly 40 years of experience in providing consulting, business and information technology (IT) services to more than 200 financial institutions around the world. By reengineering DFAS' business processes with automated workflows, HP has virtually eliminated paper-clogged, labor-intensive financial processes and helped generate cost savings for the Department of Defense.
Leveraging Proven Business Technology for Enhanced Government Services
The City of Anaheim, California, whose public safety agencies operated relatively autonomously, needed to improve information sharing to accelerate its response to local emergencies. City officials envisioned a solution that would provide an integrated view of critical citywide operations and wanted to leverage its current IT investment to achieve this goal.
HP assembled a team of experts to define, develop and deliver a state-of-the-art virtual emergency management solution. Rather than building a costly and complex new centralized database, HP fulfilled the city's mission of creating the most cost-effective system by displaying the content of several critical departments' databases, as well as existing data repositories citywide, through a single Web-based interface. This live, online system diminishes reliance on a central, brick-and-mortar emergency operations center.
“Although this type of technology had been available in the corporate world, especially in finance and media, no one had used it to manage emergency response,” said Suparno Banerjee. “This is a great example of HP's innovation at work. We were able to leverage a proven technology from business to drive better response time for emergencies in the City of Anaheim.”
New Ways of Bundling Services for Better Outcomes
Innovation at HP is not only about connecting the dots between government agencies and business. It's about new ways of bundling our proven services that deliver greater value to government agencies.
When Belgium's Federal Agency for the Safety of the Food Chain (FASFC) decided to modernize its livestock tracking and monitoring system, it turned to HP. The agency set out in search of a modern, centralized application that would enhance visibility into meat production processes across Belgium and integrate business critical processes in a way that mirrors the integration within FASFC. What's more, the agency wanted 24/7 availability and highly responsive, round-the-clock support for the system. HP delivered a centralized, integrated Web solution that provides a complete picture of animal health from the farm all the way to the dining table.
“While we never before implemented a solution to better monitor meat safety, animal health and epidemics at different stages of the food chain, we were able to look across our entire portfolio and bundle services that enabled us to be the only IT provider that could offer Belgium's FASFC application development expertise and hosting services in one comprehensive solution,” said Banerjee. “This sharing and combining of ideas led to a solution that lets Belgian consumers be confident that what he or she eats is not only safe, but also meets the highest standards of quality.”
