HP, working with the Department of Defense (DoD) and General Services Administration (GSA), is now issuing HSPD-12 compliant smartcard credentials to more than 70 federal agencies and the DoD. Through our identity management solutions, agencies can maximize the business value of these credentials to improve security and enhance business processes. Smart credentials can help assure secure access so that only authorized employees and contractors are allowed into government facilities and into dispersed information systems. A secure and interoperable card infrastructure enables enhanced collaboration by supporting cross-credentialing between agencies. Applications on the card can improve productivity while boosting convenience for personnel. And integrating the card’s biometric components with existing security frameworks will extend the reach and depth of security.

HSPD-12 Compliant

HP is authorized by the General Services Administration (GSA) to provide services as well as products to assist U.S. federal agencies in meeting identity management requirements for implementing HSPD-12. HP developed the Assured Identity™ solution to help U.S. federal government agencies address HSPD-12, Federal Information Processing Standards (FIPS) 201 and corresponding standards. It is a wholly integrated, secure, modular and scalable solution that allows agencies the capability to efficiently implement a compliant system with minimal cost. It is based upon HP's robust identity management capabilities and production-proven processes, tools and technology intellectual capital and fortified with the best of industry commercial-off-the-shelf (COTS) software that will accelerate implementation and lower risk. Assured Identity is a one-stop shop for agencies needing to meet the deadline for HSPD-12 compliance.

Here are just a few examples of our recent Identity Management implementations:

  • HP serves as one of the primary developers for the largest advanced smart card program for the U.S. Department of Defense (DoD) Defense Manpower Data Center, delivering more than 17 million common access cards to date.
  • In support of the DMDC, HP also helped develop and deploy the Defense Biometric Identification System, the DOD’s broadest physical access system which includes biometric authentication. Currently, more than 1.2 million U.S. military personnel, family members and contractors globally are registered in the system.
  • HP is also the prime service provider for the GSA HSPD-12 Managed Service program. This program will enable more than 70 federal agencies to comply with HSPD-12, which calls for a mandatory governmentwide standard for a secure common form of identification for all federal government employees and contractors.
  • HP developed ExpressEntrySM, an automated biometric passport control inspection system, for Israel’s Ben Gurion Airport near Tel Aviv, serving Israeli frequent international travelers. Since 1998, 340,000 Israeli citizens have enrolled.
  • The award-winning ExpressEntry framework enabled HP to deploy similar projects in three months or less, including two implementations for the U.S. Transportation Security Administration’s (TSA) Registered Traveler program.
  • In supporting the TSA’s Registered Traveler program at Boston’s Logan and Washington’s Reagan National airports, HP used biometrics – iris images and digital fingerprints – to confirm identities and expedite travel without compromising security. During this pilot program, HP successfully enrolled nearly 4,000 passengers and facilitated more than 25,000 passenger authentications.
  • HP helped the U.S. Immigration and Naturalization Service implement an automated inspection system in 1995 that used hand geometry to verify the identity of travelers at automated inspection stations. The program, which enrolled more than 90,000 travelers, shortened the inspection process for low-risk air travelers entering the United States.
  • With 4.5 million active cards for the United Kingdom’s Card Account at the Post Office, HP serves as Europe’s largest provider of nonfinancial smart cards.
  • HP is a founding member of the The Federation for Identity Cross-Credentialing Systems (FiXs), an industry formed consortium actively working with the Department of Defense on secure military installation access by defense contractors.
